Dear Treasury Secretary,
Bankers are not altruistic and will not abide by the "spirit" of any regulation you set. They are gamers, playing for keeps, and rules are merely just another part of the game. You really are better off letting them fail and then trawling the wreckage for anything worth resuscitating than trying to convince them to go along with you. They will only like you as long as you are providing them with profit. That's how capitalism works.
