Summary: Just joining the Valentine's Day fanwork splurge. Which happens to also be Chinese New Year. And also, if you like, China and Russia's anniversary. (One of. Their anniversaries. Since, you know, they're that kind of couple.) :D And so, Russia decides to add to China's New Year's decorations.
