On the risk of being Kishi retconed without a week, I’m going to establish some canon for Shisui.

As a start, he is the younger brother of Uchiha Obito, his parents were both killed in the war when he was only a child and Obito did a great deal of raising him from then on out. His Mangekyou Sharingan was awakened with Obito’s death when he was only nine years old. He is known as one of the foremost experts in the clan in Genjutsu. He obviously at some point participated in the war, as seen by the fact that he is still remembered by the ninja from the countries invovled. Though his graduation date is unknown, for the sake of head canon I am going to establish that he graduated at seven and was promoted to Chunin at ten, advancing by necessity to Jounin shortly after. He fought well in the war, well remembered by his enemies even nearly a decade after his death. He attained the name “Shunshin no Shisui” or “Shisui the Mirage”, in reference, one must assume, to his over use of an academy level Jutsu.

He and Itachi were best friends, and he taught Itachi a great deal as they grew, though both as ninja grew up on the battle field and had little time for childish pursuits. They cared very deeply for each other, and by some accounts were lovers, a pattern of thought I will be adhering to, though we have only Madara’s claims and that guy lies like a rug. Shortly around the time Itachi became a member of the ANBU, the clan began staging a rebellion and Itachi’s behavior raised enough suspicion that he was asked to watch Itachi. This was mostly accomplished by inviting him over for dinner, and was never a mission he too entirely seriously. He loved the village and he loved his clan, and in many ways his loyalty was tragically split in a way that he was unable to rectify in life.

He is also well remembered for the ability his Mangekyou gave him, and for the sake of my sanity, I am going to assume that he was the distant cousin to the Senju clan, providing him with the DNA needed to worked it more than once a decade, as it seems almost impossible to have something that works that few times attributed to someone who didn’t have that many decades to live. This power was so well known, in fact, that Danzou would attack him to take one of his eyes. It is unknown if Danzou intended to take both or not, he either only wanted one or Shisui managed to escape before he managed to take both. This ability was so well known that even Madara, god-moder though he is, was disappointed when the eye was later destroyed.
Shortly after this attack, he met with Itachi and asked him to help him die, gifting him with the other eye.

I am, however, taking him from before this, so he does still have one eye.

Personality:

In many ways, Shisui is the exact wrong sort of person to have ever become a ninja. He’s loyal to his friends, kind, forgiving to his enemies, empathetic, and incredibly laid back. All of these traits seem at odds with the utterly lethal personality he is more than capable of displaying when needed. He has been trained since he was a child to be a perfect ninja, to be a weapon, a tool, cut off from all emotions, and while he is capable of shutting himself down and dealing with the issue that is war and death, he is just as capable of loving someone or taking pleasure in their presence.

When he’s not on the battle field, Shisui displays a patience and warmth that would not be out of character in any teacher who wants their students to excel. His loyalty to the clan and the village are second to none, and his ability to listen to his friends and actually care what they have to say is nothing to make light of.
His image of a ninja is not really that of a warrior, but that of a protector, a personality trait that is perhaps borrowed from his brother. A ninja, he taught Itachi, is not something that should seek glory, but someone who should protect those important to them from within their own shadow. It’s one of the few canon lines we have of him.

He’s funny and irreverent and playful and enjoys just being, he loves the moments he steals away to spend time with Itachi. In those he is perhaps the most himself, untainted by the expectations of the village and the clan. With Itachi he can simply be himself. Like any teenager in a relationship, he enjoys indulging. He likes making Itachi feel nice and enjoys the windfall of the rewards that come from encouraging Itachi. Their relationship is an interesting fusion of best friend and lovers, though neither refers to the other by such terms. It is something that likely couldn't exist outside of the bounds of the clan or the world they inhabit, but something valued and treasured by both.

As a warrior, even his enemies have had nothing bad to say about him, which is an odd trait in a world where everyone has a dissenting opinion on enemy ninja. He was apparently fearful enough that he was respected and given space, but not so feared that he became a monster in the eyes of those he fought. He is known for a variant of genjutsu that involves mind control, which makes the general good opinion of him seem even stranger, but in many ways his own innate empathy saved him here from overusing an ability that could have allowed him to become one of the monsters he fought. He could use it only once a day, but he obviously used it enough that it, like his moniker, was remembered long after his death. There is nothing more dangerous, after all, than a ninja that can turn your friend into a sleeper agent simply by making eye-contact.

He is quick to action when his friends are threatened, and quick to offer himself if a sacrifice is needed, seemingly with no hesitation.

Fears:

In many ways, Shisui is the product of his environment. From the time he was a very small child, he was expected to uphold the honor of the Uchiha clan, to bring honor to his family. He lost his family early on and fears losing the family he’s built for himself. He fears failing his clan and Konoha, and he fears failing Itachi. These are very literal things tied to people and places he belongs to and have little impact on his time in the house, aside from his fears for Itachi.

In a less literal sense, Shisui fears being unworthy, of failing the expectations that he and others have placed upon him. He fears failing in the most acute sense of understanding, as a ninja of Konoha and as a member of his clan, not in battle, but in not being the person he is expected to be.

On a more personal level, he fears proving himself unworthy of the last gift Obito ever gave him, the eyes he uses. Though they are not a literal gift, unlike Obito’s gift of the eye to Kakashi, he only has them because of the loss of his brother and is aware of it.

As a ninja and a Genjutsu master, Shisui shares the same fear that many people who have the power to control other people have: That of being out of control of themselves or under someone else's control. With the degree of his own proficiency with such things, it's likely one of Shisui's most basic fears to lose control of himself. As he knows just what someone with the power to do so much be able to force him to do, should they wish.

Weaknesses:

Many of Shisui's weaknesses tie back to his strengths, he is a ninja bred for war and for the protection of the village and the clan. When these things are in conflict with each other, like any well made tool, he becomes confused as to what to do. He wants for both sides to get along, and if he lacks the ability to do so, he is often times left without an option.

He is unable to contemplate betrayal from a close friend or person he considers trustworthy, a very bad trait for a ninja who should have been raised to suspect everyone. This is mostly limited to Itachi and his brother and the Hokage, but he views an attack from a Konoha ninja with complete shock.

He is, like any other ninja, able to run out of Chakra, at which point he becomes completely useless to anyone. Many of his Genjutsus are chakra vacuums, requiring extreme amounts of Chakra to be tossed into them to make them work right. While is not the shallow pool that some ninja are, he also has nowhere near the capacity of someone of say Naruto's capacity. He can and will run out, a days worth of fighting requires a days worth of rest.

Mundane Strengths/Abilities:

As a graduate of the academy, Shisui was required to be proficient in basic Taijutsu skills, hand to hand fighting and flexibly are important when you are a ninja that can run out of chakra and exploding tags. He's very highly proficient in Taijutsu, despite his young age, as he did manage to survive a war. With the added benefit of being able to cheat by copying anything his enemy does at the same level they can do it, he could easily be considered an expert in this area of ninja skills. They are easy to practice, good for building chakra levels and can be done as a group activity, which adds to his proficiency and ability to create new techniques.

He has also been shown carrying a sword, and while he has never been shown using it, his own fighting style of just being too fast to catch lends itself better to something that can be held in the hand, such as a sword, rather than something that needs to be thrown as he is very few times in the same place twice and a weapon in the air adds further things he must avoid in a fight. So I'm going to go with he is also very good with the sword and the associated Kenjutsu skills.

He has also been forced to pass many basic survival and first aid courses, and while he is no master of either, he can take care of himself in a pinch. He can also cook, after some trial and error, though he is no gourmet.

Shisui is also very good at dealing with people, he's charismatic and friendly and often gives the impression of caring, even if he doesn't. Even after his death he is well remembered by everyone we hear speak of him. He is naturally inquisitive and wants to learn more, both talents that have honed natural genius into something more impressive.

Sensitivity/Magical Ability:

Shisui is considered one of the geniuses of the Uchiha clan. He is incredibly proficient with the clan Doujutusu, the Sharingan, an ability that lets him copy any Jutusu he sees and allows him to hypnotize the people he is fighting. It adds a bit of added umph to his Genjustu

He possesses the Mangekyou, which grants him the unique Genjutsu ability of Koto Amatsukami, a mind control Jutusu that is well known and very powerful. He cannot use this more than once a day but with it the victim can be basically...altered as Shisui sees fit. He is hesitant to use it, but uses it enough in canon that it is remembered, feared, and desired by many peoples within the canon, including some of the big players such as Danzou and Madara.

He is also, by all accounts a master level Genjutsu user, his illusions are second to none.

Oddly enough, one of the Jutsu he is best level is an academy ranked Ninjutusu, the Body Flicker, though I head canon him as wanting to reverse engineer Minato's trick, something he has worked on but not mastered yet, or even come close, as the secrets to the working of the Jutsu died with Minato.

His knowledge of secret Jutsu and forbidden Jutsu is unknown, though he did live through the war with Rock with an active set of eyes. For the sake of my sanity, I won't try to pull off anything too esoteric or strange, unless Itachi does it first. He is very interested in expanding his knowledge of sealing Jutsu and is willing to sidle up to anyone who might know something, an approach greatly limited by the current enmity between his clan and Konoha.

Sample RP post:

”Like any animal, when faced with danger you fight, even if you know it is useless. You fall back on those eyes, even if they will burn this into your memory.”

He struggled, though he knew it was useless. The three ROOT Ninja holding him would not let him breathe deeply, much less given him an inch to escapee. His arms were spread, hands crushed in and iron grip to prevent him from moving his fingers. Someone, he didn't know who with the masks-and he would have nightmares of those masks, those white, featureless masks and the steady cadence of Danzou’s voice, burned into his brain. He could never forget them, not with the pinwheel of the Sharingan spinning in his eyes - had his head yanked back, fingers tangled painfully in his hair. Another had his jaw locked in place, forced back to bare to neck. No matter how hard he struggled, he couldn't move.

”Like a dog, when frightened, you cannot help but bark.”

It was hard not to try, to try to force his body still. Panic and raw surges of adrenalin told him that he had to move, to escape. Logic told him it was useless. But logic hadn't poked its nose in since he'd woken up in Danzou's lair.

He had to try, even if it failed, even if the searing pain and the blood and the- shock, his body was trying to go into shock, head trauma and blood loss. If he fell unconscious it was likely he was going to die. Would Danzou dispose of his body or just leave him here for the crows? - terror that wouldn't leave him along any longer than the ROOT-Nin would.

For all the pain the scalpel and the helplessness were causing, Danzou had found a more insidious and dangerous weapon, something that he couldn't escape from.

”Like a dog when it turns on its master; the time has come for you to be destroyed.”

The entire time he worked, Danzou spoke, truth hammering away at his brain, at his loyalty, at his conviction.

Itachi, Itachi, Itachi, Itachi, no, no, no no....

Obito, I’m going to die. I’m sorry. I failed.

He struggled, animal-like sounds of pain and terror escaping his throat, body aching like a giant bruise every time he tensed. Back arching with pain as Danzou pulled his hand away, taking the sight from his right eye with it.

He wasn’t sure if the hand holding his mouth closed was muffling screams or denials, but either way he was almost glad he couldn’t speak.

He didn’t feel the world twist; all he was really conscious of was the pressure vanishing from his body with a suddenness that left him falling forward, limbs numb from being held in place so long. He barely caught himself before coming face to face with the floor, breath leaving his lungs in harsh, desperate pants somewhere between sobs and guttural animal noises of pain that he couldn’t cage. His free hand came up automatically, trying to stem the flow of blood in some lingering self preservation instinct.

“…’tachi.” The word was slurred into the curve of his arm, body shuddering as the blood flow returned to exterior limbs, blood gushing through the gaps in his fingers. He struggled to get his other hand to his pouch, breath harsh, panicked gasps and limbs twitching painfully. Even free, he couldn't save himself.
