I heard a lot of municipalities bar their emergency service employees from moonlighting, but sure...anybody who's properly motivated shouldn't let the law get in the way of some good ol' American free enterprise, right?

Cities which don't want to be burned to the ground can pay firefighters a living wage, methinks.

"Emergency callout? Sorry bub, I'm working this second job I need to be able to live close enough to actually fight fires. I'll be back on shift at nine tomorrow. Seeya."
