I think so. Or at least I don't see any reason why not. I don't remember there being a limit in the rules the last time I read them.

You may nominate a fic for more than one category :o) The only restrictions are if a fic is nominated for best characterization of one character it may not be nominated for best characterization of another. And an author may have a maximum of three fics in any particular category, but they may literally be nominated for three fics in every single category, there's no limits on how much an author may be nominated :D
