favors.
The Marquis is an information/favor broker who accepts owed favors in return for helping someone out. He'll take plain out payment of course (not money, more things or worth/interest, maybe even something you don't expect) but just saying 'I owe you' is enough.
The kind of favor he'll ask for will be equal/less than what the person had asked of him. If you really need a certain cd and he finds it for you he's not going to ask for your first born child in return. If he loses an arm helping you with some crazy dangerous task or another expect a bigger cash in. New arms aren't cheap you know.
Examples: Your character needs the temporary ability to breath underwater, that is doable. Things of a bizarre and magic nature are possible (nothing too outlandish, like any permanent abilities or invincibility. Some things will be run by the mods first.)
Your character needs a bodyguard/escort/service of some kind from an expert. He will help you find someone.
You can ask for his aid in general to help to some goal.
Any fairly normal item is easy. Information is a case to case basis.
He will not do anything to affect the plot of a world unless it's cool by all players involved. If they want his help to beat the big bad sure, but only if the canon can allow it and everyone says it's ok.

The Marquis's actual abilities are ill defined. If anything he is simply crafty with a hell of a lot of contacts. His 'world,' London Below, is magical and has many things normal worlds would consider strange.
The Marquis does have the ability to world hop, so if you need one there you go~
Another thing is he keeps his actual life force separate from his body, in a silver box. If someone were to kill him he can be revived if proper instructions are met. If someone gets this box they have his life in their hands.
