Is it just corn tortillas she doesn't like or all tortillas? If flour tortillas are ok, I'd use those. If not, some fried rice I guess. If it were me, I'd serve it as planned and mom is free to skip the tortillas, lol.
If your mother is the only one who doesn't like tortillas, she doesn't have to eat them. You could certainly have both corn and flour tortillas. Rice would not be out of place. But I'd still serve tortillas.
Also, how are you serving corn tortillas? Are you soft frying them before you serve them (basically fry them in oil for 30 seconds on each side until they puff and soften, but not long enough that they get crisp - then blot excess oil on paper towels). If she's used to store bought that is served as is out of the package or just warmed in the microwave, I could see how she would hate corn tortillas. If you're making them homemade, are you using a press to get them thin enough?
I'd serve rice, tortillas and some nice, soft rolls, and let people take what they want. (And make careful note of what Mom decided, for future reference.) Sounds gorgeous!
