Horatio was losing badly in the game of Strip Marbles against the Frog. To make matters worse, he strongly suspected Styles of cheating. Every time it was his go, the boat rocked disadvantageously and now he'd lost yet again.
The question was, did shoes count as one or two items of clothing?

I think you just enlarged on a theme. Poor Horatio. A childhood of playing whist with vicars did not prepare him properly. Mr Bracegirldle could have told him shoes are one item!
