Screencap - I capped it in vlc, if you fuck up the aspect ratio, I'mma be pissed.
Select and resize.
Duplicate it... this is where things might go pear-shaped. Elements has this fantastic thing called quick fix. It's the sideways squre with a lightning bolt through it:
I have no idea where to find it in PS CS -- but I was probably looking in all the wrong places. So I'll do a quick auto contrast, auto color and auto levels adjustment. Turns it to this:
Duplicate that new auto'd layer, set it to screen -- 25%
Duplicate the screen layer, set it to soft light -- 27%
At the same time, a gradient map of DFDFDF/FFFFFF set to color burn -- 100% (I skipped the "saving this" part)
Gradient map (71264C/IE496C) set to soft light -- 71%
Another gradient map (FBCA91/FCECD9) set to soft light -- 31%
Textures!

Blurryness! Copied the whole thing to a new layer.
Used a 44px soft brush at 29% strength, blurred over the background and cloned out the few bright spots behind him.
Done!
