So this project started when I was grumbling to runenklinge about Geoff Johns' apparent subtle retconning of Lisa's reason for becoming the Golden Glider (with the new focus on her brother, not her dead boyfriend). I decided to list all the old quotes relating to her revenge on Barry Allen...and then somehow the project turned into typing up all the dialogue

I think it´s Silver Age villain style. I don´t want to say that our beloved Rogues are dumb, but let´s be honest, they´re no Einsteins.
Cold tampers with a cyclotron and gets a cold gun out of it which he can repair and rebuild...and modify, and generate gravity-defying ice, ice skates that produce gravity-defying ice....
Lisa and her jewel weapons, hypnotic ice and telepathy...
OK, I fully trust Mick with his flamethrowers and protective suits.
I trust Mark with using a weather wand.
I don´t know about Sam and the mirrors....I doubt Evan with the mirrors....
I think in the Silver Age (apart from the comic science) they wanted the heroes to face new challenges and difficulties, so they need super-intelligent enemies with new inventions, gadgets and threatening...stuff.
Maybe he paid Roscoe to build it for him
I highly suspect that Boomer maybe stole it when Roscoe died. Imagine Rosoce boasting about building a spaceship for his top-satellite, and Digger overhearing and then stealing it. And he possibly added some parts to make it more boomerang like.

Well, the cold gun was an accident. He pulled the wrong levers and didn't get the radiation gun he was aiming for. But over time he learned to modify it and rebuild other copies.

Lisa's pretty clever, but she seems to have developed all her tech after studying Roscoe's and Len's.

Which is odd, because Mick used to be the one genuinely dumb Rogue (back in the Silver and Bronze Age). He's been made smarter since.

Sam developed it all himself. His first mirror was an accident, and then he built all sorts of tech.
