Good question, I dunno. I guess so. Roscoe should be able to lift her with TK anyway, unless he doesn't have it for some reason.

Somehow I doubt a lot of thought was put into a single-panel cameo, though.

I guess so.
well, in Blackest Night Batman the ventriloquist, Magpie and etc were all flying and unless I missed out on something, they didn´t have that powers before.

unless he doesn't have it for some reason.
BL Ralph can stretch, BN J´onn can shapeshift, ergo: BN Roscoe can use TK...and spinning...and insult all inmates with his superior intelligence.

Yes, he probably SHOULD have his TK and assorted powers...but note I said "for some reason", which covers dumb writer fiat ;)

I say 'probably' because he doesn't always have his mental powers when alive; he didn't when he returned as Thomas O'Neill. That was the point of his early appearances in Johns' run, when he was always complaining about headaches and dizziness -- his powers were slowly returning from dormancy.
