Second tutorial. Making a soft, smooth icon.
PSPX. Most likely do-able in 9. I have no idea about Photoshops, though.

Going from
to

1. Prepare your base. The image I used was practically unable to resize without some channel work, so I'll give you a ready base. Here you are:

2. Now, let's color it.
Use this:
gradient, most likely by crumblingwalls, but I'm not sure. Set it to Screen 100%.

3. Now, let's use yet another gradient:
, which is also done by crumblingwalls, and set it to, guess what! Screen! But this time, lower the opacity to 60%.

4. Because it's a bit faded, let's solve this. Take some light, creamy color - light yellow or orange [I used #fcf5e8]. Set it to Multiply at 80%.
Now, not much diffrence, but still!

5. It's time for zeh textures1!
Use this one [I forgot who made it, sadly]
[that was rotated to look better. The original texture was posiotioned diffrently] and set it to Multiply at 80%.
We're almost half-way done!

6. Now let's use that one
by lookslikerain [I think]. Set to Overlay at 100%.
Okay, it looks bad now but we'll fix it!

7. Now, take our base. Duplicate it and bring it to top. Go to Adjust -> Blur -> Gaussian Blur and set it to five. Set it to Overlay, 100%. then, duplicate the base again, and once again bring it to top. But now, set it to Multiply at the very high percent of 20%.
Oh god, it's faded D:

8. Now, make a new layer and fill it with #904c62. Set it to Overlay 100%.
Better!

9. Now, add some TINYTEXT. Use the very same color [#904c62] and write something up in Sylfaen, size 2, and kerning 300. Set the text layer to Multiply at 100%.

[Optional step 9a: If the icon looks to faded for you, duplicate the color layer from step 4 and bring it to top. Lower the opacity to 75%.

]

10. Now - borders.
Make a new layer, fill it with #fffef9 [a very, VERY light yellow]. Now, select all [normaly done by Ctrl + A] and go to Selections -> Modify -> Select selection borders. Set it to 2 pixels, on Inside. Make sure the Anti-alias box is ticked.
Now, when the marquee apears, go to Selections menu and hit Invert Selection. Even if it DOESN'T look inverted, it IS, so hit Delete to erase the inside of selection.
Almost done =D

11. Now, Blue Exclusion Layer. Make a new layer, fill it with a dark blue [I used #03062b] and set it to Exclusion at 50%.
We're done!

Other icons made with similiar technique can be found here. Especially 6, 10 and 11.

And - uh. Don't copy exactly, kay? =D

NOTES:
1. This was dedicated to sarajayechan and her love for soft, blurry icons.
2. Textures ARE necessary.
3. Blue exclusion layer isn't.
4. Crediting for the tut is not necessary, unless you make a big batch of this kind of icons. Then it'd be nice =P
5. Text was set on Stroke 0, and the letters were SMALL.
