I dunno if this is any better. I just kind of reworded it and compounded it.

A -- Students should be able to wear tails because it does not violate the dress code and restricting them from doing so would be limiting their individuality and freedom of expression.

B -- I have worn a tail on my belt loop as an accessory for two years, and it has just recently been recognized as an issue. However, a tail is no more of a distraction than multi-hued hair, colorful makeup, or the costumes that the mustang men are sometimes permitted to wear. If the tail becomes a problem in specific classes, I would not object to removing it, but it has never caused issues in the past.

C -- Students should be allowed to wear a tail.

III.
A -- Students will be allowed to wear a tail unless it causes disruption, in which case it will voluntarily be removed.
B -- I don't know what to put here either. Uh, immediatley?
