The Broken Window Theory is not an overcompensating emo band. It is instead a sociological theory that suggests that images of urban delinquency and decay --like a broken window on an abandoned house that no one bothers to fix, for example-- invites further delinquency.

This is the principle idea why the State feels the need to erase graffiti.
