The trouble with Torchwood was just what you say: we are told about the person, but none of what we are told is actually demonstrated. You can develop your characters OFF screen, but not if you don't show any of that development ON screen. Also, Gwen's supposed compassion and humanity seemed to me to be more of 'I know what's best for you and I will intrude into your life until I make it happen'. 'I feel/believe/think this, therefore everyone feels/believes/thinks this.' 'I am smarter and know more than any/all of you more experienced team members, whether you be Torchwood or police.' And the way she treated Andy. Seriously? This is a kind and compassionate person?
I agree about Rose, too. I don't like the way both of them just completely disregard their boyfriends in favor of the new exciting guy, but still choose to string those boyfriends along just in case. I think RTD really hates women. I've said before, I wonder what his childhood was like, because his view of the world, and women in particular, seems pretty cynical and depressing.
I remember after Tosh and Owen died, I was talking to a friend and said that Torchwood is all about loss, and that Doctor Who is all about loss as well. And they are. Neither show ever really demonstrated a happy outcome. Gwen's may have seemed that way, but it was only because she regularly lied to and then retconned Rhys so he didn't know the kind of person she really was. Happiness based on lies and deceit isn't happiness. It's delusion.
