travel with scooter

My friend has a chance to travel to Europe (specifically Bonn/Koln) this fall. Her travel companion would be a 70-year old woman with mobility impairment. She uses a scooter to get around (one that recharges a battery by plugging in to electrical outlets).

My friend asked me how this would work. She has been to Europe twice and knows already about endless stairs and other impediments. Her potential companion has not been to Europe and has a "lah-di-da, it'll be just fine" attitude, but I think they're going to have to make some serious adjustments and planning.

How would the airlines handle the scooter - as excess baggage? How would the scooter work in cities that are not designed for mobility-impaired people (i.e. no sidewalk ramps for wheelchairs)? How would they recharge it on a different currency? How do people in non-ADA countries get around?

I really haven't the slightest idea, though I suspect it won't be easy.

Has anyone had experience with this kind of travel?
