Alright, so I did some testing.

So far, the deck is pretty hit or miss. I can pretty easily get up to a Storm count of 7-9, and play a Memories. Sometimes I can get higher, sometimes the deck bombs. I'm trying to figure out what I should look for in a mulligan, and so far it seems to be Lotus + 2 land + 1-2 accel + 1-2 draw.

So far, we've got:

Goldfish #1: Started with suboptimal hand. Ramped up to 9 Storm on Turn #4, was one mana short of the Ignite when I drew it.
Goldfish #2: Started with two Blooms in hand and decided to wait to see if Turn #5 worked better. On Turn #2, drew a third Bloom, dropped three Blooms. Nine mana and a Storm counter of 3 to start Turn 5 is perfect, as I ramped up to a Storm count of 15 with surprisingly little card drawing and played a Memories for a total of 16 copies.
Goldfish #3: Started with optimal hand, got up to 10 Storm on Turn #5, fizzled because I didn't see a Memories and I was out of Draw/Tutor with RRRRUUUUB floating. :)
Goldfish #4: Started with suboptimal hand, mulliganed to six. Got up to 8 Storm and played Ignite for 9 on Turn #5.

So I'm on Goldfish #5. Let me give you the play countdown. Going for the Turn #5 play. I'm going to assume I'm playing second (since I "won" the last game -- I consider 9+ a win for testing purposes).

Opening Draw - Ignite Memories, Ignite Memories, Dimir Signit, Lotus Bloom, Lotus Bloom, Sleight of Hand, Rite of Flame. Decent, but NO LAND. Oh well, let's try it. :>
Turn #1 - Draw Steam Vents, play Steam Vents tapped.
Turn #2 - Draw Wild Cantor, suspend Lotus Bloom (3), suspend Lotus Bloom (3). This isn't good atm, but we'll see how it plays out.
Turn #3 - Remove counter from Lotus Bloom (2), remove counter from Lotus Bloom (2). Draw Watery Grave, play Watery Grave untapped, play Dimir Signit.
Turn #4 - Remove counter from Lotus Bloom (1), remove counter from Lotus Bloom (1). Draw Whispers of the Muse.
Turn #5 - Remove counter from Lotus Bloom (0), play Lotus Bloom. Storm counter 1. Remove counter from Lotus Bloom (0), play Lotus Bloom. Storm counter 2. Draw Vision Skeins. Tap Watery Grave for U, play Whispers of the Muse. Storm counter 3. Draw Blood Crypt, play Blood Crypt untapped. Tap Steam Vents for R, play Rite of Flame. Storm counter 4, mana pool RR. Use R to pay for Dimir Signit, add UB to mana pool. Play Vision Skeins, draw Chromatic Star and Blood Crypt. Storm counter 5, mana pool R. Use R to play Chromatic Sphere. Storm counter 6. Sacrifice Lotus Bloom for UUU, tap Blood Crypt for R, play Wild Cantor. Storm counter 7, mana pool UUU. Sacrifice Wild Cantor for R, use UU to play Perilous Research. Storm counter 8, mana pool RU. Draw Chromatic Star and Ignite Memories, sacrifice Chromatic Star. Draw Steam Vents. Weep Silently that the mana acceleration has been so crappy, play Ignite Memories for 1 + 8 copies, sacrifice Lotus Bloom for RRR to pay mana cost.

If that doesn't kill them, just want to see what I can do after blowing my e-load.

Turn #6 - Board is Dimir Signit, Steam Vents, Watery Grave, Blood Crypt. Hand is Sleight of Hand, Chromatic Sphere, Ignite Memories, Ignite Memories, Steam Vents, Blood Crypt. Draw Vision Skeins. Play Steam Vents untapped. Tap Steam Vents for U, tap Dimir Signit for UB. Use U for Sleight of Hand, Draw Gemstone Mines. Play Chromatic Star.

Turn #7 - Draw Chromatic Star, play Gemstone Mine. Tap Steam Vents, use mana for Dimir Signit, play Vision Skeins. Draw Rite of Flame and Vision Skeins. Storm counter 1. Tap Blood Crypt for R, play Rite of Flame. Floating RRR. Storm counter 2. Filter R into U through Chromatic Star, sacrifice star. Mana pool URR. Draw Blood Crypt. Use R to play Chromatic Star. Storm counter 3. Tap Steam Vents, Watery Grave, Gemstone Mana for water, play Ignite Memories for 1 + 3 copies.
