Teaching a horse to stand for soaking

So, Mr. Galabad has an issue in his hoof that requires soaking with epsom salts and water. We've never had to do this before, and while Gali isn't the most cooperative horse on the ground, he has no problems with water or puddles or having his hooves handled, so I didn't think he would protest too much. I was wrong. He will do everything in his power (draft cross = lots of power) to avoid stepping into the rubber pan, and if I lift his foot and drag the pan under it, he steps right out or it.

I'm sure this is a common problem, so I'm hoping that someone here will have a method to try and teach him to stand in the rubber pan. I've been trying it out in the wash rack, where I cannot tie him, because I really don't want to soak the barn aisle every time he knocks it over.

For now, I've used diapers to soak him, but I think this is something he should learn to do - plus, while we've got down time, I'd like to teach him *something*, haha.

Any tips?

(Also, I just want to make a note of it that two weeks ago was the 5th anniversary of having Gali, and while we've had our ups and downa, I think we're continuing to prove that the LJ-Equestiran-er who said that I "would never get a good experience out of any horse in my price range" was completely wrong)
