Sas'ke's... interaction... with people is largely dictated by an idea of, well, ownership. Suigetsu's someone who's knowingly and willingly entered a very dysfunctional arrangement - sure, Sasuke pays for it with money, and sometimes with allowances to be bitten (he doesn't really get it, nor does he really mind); but ultimately, he gets a lot for his proverbial buck: AS CERTAIN THREADS HAVE PROVEN, Suigetsu is very, very useful on the shadier side of things. And as long as Sasuke keeps his end of the deal, he knows he can rely on some degree of " protection " (man, it's good to be able to sleep around someone and know they won't take five to stab you all nice and cozily). While their contract stands, Suigetsu is like..... yeah, a pet.

And Ino's like the family friend who plays with the pet, making him wag his tail. Sasuke's not jealous - he doesn't think in terms of affection, and it'd be stupid not to acknowledge that at the end of the day, he'd walk out on Suigetsu the same way he would on everyone else - but
