He flinches even as Peter clicks the handcuffs closed around his wrists. They're police issue and the silver chain jangles when Neal tugs, tests his bonds. For a second he feels a welling up of panic, that claustrophobic adrenaline rush that accompanied his last return to prison.
Neal doesn't even realize he's practically hyperventilating until Peter soothes him, hand warm on his chest whispering it's okay, you're safe, you're with me. A nod to reassure then a deep breath and Neal's back in control. Or at least ready for Peter to take control of him.
He closes his eyes then, tries to focus on Peter's touch, Peter's voice, the smell of Peter surrounding him. He'd only do this for Peter, allow him to deny Neal his freedom to move. The same trust that put the monitoring anklet on his leg put the cuffs on his wrists.
So Neal lets go.

Neal's beautiful like this, spread out across his fine Egyptian cotton white sheets like a gift for Peter he doesn't deserve. That this amazing man should not only put his life in his hands, but offer up his body without reservation? It takes Peter's breath away.
He knows asking for the restraints is major, especially since they're the same kind of handcuffs that he used to put Neal in prison - both times. But it's the ultimate act of trust and that's why it means so much to him.
Once the cuffs are on he sees Neal react and automatically reaches out to him to calm him, assure him that it's okay, he's safe, he's loved. Neal has delivered himself up into Peter's caring hands and there's nothing Peter won't do to make sure Neal knows he's worthy of that trust, that he's not going anywhere.
So Peter holds on.
