1. choose a picture.
2. new Curves layer
red: 124, 135
green: 124, 131
blue: 141, 155
(this lightens your image and gets rid of some of the nasty cyan)
3. Levels
rgb: 25, 1.44, 255
(this softens the image)
4. Selective Coloring
yellows: y: 100
cyans: c: 100
blues: c: 100, m: -100, y: -100, b: 100
whites: c: 50
(this fills the sky with a light blue and slightly intensifies the colors)
5. Hue/Saturation
s: 42
set layer to Soft Light
And tada! You're done! :D

a better alternative to the traditional method of prepping

1. open up your image.
2. duplicate base and set it to soft light (fill: 44%)
3. new Color Balance layer
midtones: +10, 0, 0
4. Brightness/Contrast
b: -8
c: +11
5. new Color layer (#A5A5A5)
set it to soft light
6. new Curves layer
rgb: pt 1: 70, 71 pt 2: 131, 137 pt 3: 232, 234
r: 182, 191
g: 150, 159
b: 131, 138
7. Color Balance
s: 19, 9, 32 m: 66, 56, 81 h: 9, 15, -21
