And the outside is hotter then the body temperature

The summer started officially last week but it kicked it off today with 39oC. In shade. Luckily the humidity dropped a little compared to last week when the air felt like the indoor pool so it just felt like an oven outside not a sauna. It's really only been 38 degrees recently? The summer two years ago felt like it was much hotter! I kept being overheated and each time I left the apartment to go to work or shopping, the moment I came back I had to put my feet in a bowl of cold water to get my circulation going properly x___x

I'll be following this year's temperatures. I'm fairly sure my balcony gets hotter than air in general, because it gets a lot of evening sunlight and warms up like a frying pan ;)

You know that's official temperature measured in shade somewhere outside the city or somewhere without buildings (for Warsaw they use Okecie airport). In the sun and surrounded by concrete it can be much, much hotter. Cities are generally much hotter as concrete accumulates heat and radiates it back adding to the sun - just like your balcony. There are sometimes places where there is a thermometer on the road and the air above asphalt is scary, the asphalt temperature is horrifying.

This is why here is generally less awful then Warsaw even with higher temperatures - less concrete more trees. Except when we get crazy humidity. I didn't know the air could hold that much water - bleh.
