How appropriate that there is a curse causing people to waffle during what in United States would be the beginning of the close of the primary season and near the beginning of the actual campaign season; rat years are always election years, but every election year is not a rat year, for those who are from other worlds and would not know when the election years are. I'm sure in all worlds there is plenty of waffling when politicians are running for office or working to maintain their current one, so what sort of thing would be going on probably doesn't need to be explained beyond that. However, it doesn't exactly suit the general population of the City, and I would not even pretend to know whether a City where everyone was a political candidate would be able to survive what this one has gone through or not.

The rampant indecisiveness today would point for few other things than a curse or perhaps drugged waffles? It has to be the waffles; that would only be fitting.
