The most common crime in the City appears to be murder, even though that is the one that has the least permanent effect. On one hand, it means that the victim cannot leave the City, but on the other, some of the victims may have been dead to begin with; also, some can regain their lives through a wish to the deities and the absence of thought and movement of death only lasts twenty four hours. I would think that larceny, which would not be as possible to make up for if the item was of deep sentimental value and nothing of interest could be offered for life, would be more common.
Is it symbolic? Murder is the ultimate expression of rage or of utter contempt for the value of human life, and can cause those close to the victim more fear than almost any other crime.

Progress report-
Re-organization and updating of existing criminal records: 25% complete.
Making note of journal handles of those who may turn out of be of interest, but are only suspicious at this point: 47% complete
Matching journal handles to names of actual citizens: Will be done as needed, though known journal handles of past offenders should be included in their records.
Back up log of vital files to a series of compact disks to prevent total data loss in case of mainframe damage or hacking: 86% complete; a program that does everything but change the disks when full is doing this for me.
Any assistance from either another of the intelligence division, or anyone from other divisions, who is not presently assigned to a more immediate manner is requested; please bear with any lag when accessing criminal records until this is complete, paper copies are always available, as is giving additional priority to searches instead of the tasks being registered as worth equal amounts of memory resources.
Second, if it is within my authority, I would like to create a sort of mirror system for the police force's main system in case of more extensive harm being done to the machine than could be patched by use of a back up log and to keep from having to simply pause all addition of data while awaiting repairs. The mirror system would also lighten the server load on the current system which would allow for faster data retrieval; additional security may be required at the site of the mirror since keeping both close together would make it less likely that one would not be affected by outside events if the other is. I will take care of security costs, and perhaps security of a variety that would not need paid would suffice; feasibility of that depends entirely on the existence of the mirror and where it was decided to be placed.
Lastly, I apologize for the slow progress; one of the curses rendered me not myself, and another gave me a form it was impossible to type in so I lost two days.
