Beginner sewing machine question

Hi, I am new to this community and to sewing. I figure the first step to learning to sew is finding a machine. Could anyone recommend a good beginner sewing machine for making lolita skirts and jsk with? (I can spend up to 300$ on a machine). How can I make a black tube top look more like a corset? I don't know what to do with it, but I want to make it look gothloli-ish.

I can sew pretty well, so I dont think I should have many problems...

This is my first skirt I've made for lolita and I'd like to get some constructive feed back if possible. I don't have anything else lolita at the moment, but I hope to sew some more.
