The one in this picture is 29 x 4.5 cm not including 1cm wide lace, and basically goes from ear to ear.

And yes, use either a half or 3/4 circle for a capelet. I used a shortened version of this pattern for a costume that needed one.

If you use the pattern in that link & want to make a hood sew the two hood pieces up so that the centre is in the 'curvy' bits (i.e. the opposite to what is shown in the picture), the centre should NOT be straight.
A 3/4 circle capelet would be best for 'swish' factor, but for lolita 1/2 circle might be better.

I really don't think I'll be adding a hood onto the capelet, but a collar would be nice =3

I just used a half circle for mine and it's the perfect shape. It keeps me really warm, I think 3/4 would be too flowing, youd just get cold. :(

Here is a picture of a capelet pattern, if you want to do it in a bit more complicated way ^^ At least you can check out the shape of the pieces.

And I generally make my head dresses 25cm (10in) long and 7-10cm (3-4in) wide. That's wide enough to add decorative lacing and stuff, and yet it doesn't cover the whole top of your head. If you use very wide lace (3in or so), make the head dress a little slimmer.

i dont know if this helps any

I usualy just grab some ribbon or bits of fabric and just start putting them on my hair to get visual measures ^^;
