The one in this picture is 29 x 4.5 cm not including 1cm wide lace, and basically goes from ear to ear.

And yes, use either a half or 3/4 circle for a capelet. I used a shortened version of this pattern for a costume that needed one.

If you use the pattern in that link & want to make a hood sew the two hood pieces up so that the centre is in the 'curvy' bits (i.e. the opposite to what is shown in the picture), the centre should NOT be straight.
A 3/4 circle capelet would be best for 'swish' factor, but for lolita 1/2 circle might be better.

I really don't think I'll be adding a hood onto the capelet, but a collar would be nice =3

I just used a half circle for mine and it's the perfect shape. It keeps me really warm, I think 3/4 would be too flowing, youd just get cold. :(

Oh, and spotlight is having this minisale, they are selling some faux fur cheap, I got a meter of good black fur for $10

Oh excellent! I shall have to get the fur for my winter loli coat, bonnet and capelet set then! ^^

Also, have you anything planned for Tuesday (ANZAC Day?) I've nothing planned and it'd be great to see you again and stuff =3
