"The purpose of this council is more to organize than order," he said emphatically. "There's no one person or persons in charge of everyone else. This is so that people can put their efforts into one pool. We'll all get more out of it that way."
He looked sheepish for a moment. "We're not making a government here. I'm better at wrecking governments than making them. But even I admit that a little sense and order around here could be a welcome change."

Still. A Rumor had to do what a Rumor had to do. The hero hadn't even bothered to prepare a speech, preferring to go in by the seat of her pants, standing near the stage and waiting to be flagged up for her turn.

After a moment's hesitation, the teen made her way onto the stage, heading straight for the podium and looking out at all of the people. That was a lot of people. Like, really. A lot. She cleared her throat, waiting -- not entirely sure for what, but it seemed appropriate. Build suspense.
