I've been wanting to do a Time Lord costume for a while myself, but I don't really have the space/time/money at present, that and there's not alot of local cons to try it, and i really did not feel like tryiing to figure out how to fly with something that big before my Gally plans fell though this year. but i'be done the research for when I do get a chance to attempt it, and then probably shoot myself for even thinking it. lol.
It's a decent alternative to fiberglass and platic, which can be heavier than hell especially with the size of the collar. I've done smaller items, hats, etc, with the craft foam, and it does mold surptisingly well, but for a project this large, it would need some extra support. I haven't trid this large scale, but the plastic cross stitch mesh mold just as easily as the foam does, and is seems to be een sturdier after it's been melted anreshapred. The generally idea I was going to try mirro's idea of "stitching" the cut sheets of mesh with some kind of plastic cord that would be strong enough to hold, but wouldn't ignite when you mold the sheets, and that maybe could even kinda vond to the plastic. The generall idea I had was with the platic cords that people use to make the keyring lanyard things. Again, this is a rough idea, I haven't had a chance to try it.
From there I'd go on to the craft foam, and glueing it to both sides of the mesh mold, and going from there. Painting, etc, and using ribbon or what ever trim to cover up the edges.
Again, this is just an idea that I haven't had a chance try full scale, I'm just throwing out tip i think might help.
