It appears to be based on activity...

...Most of those who replied to my poll were, percentage-wise, people who had only just arrived in the City. People seem to be active when they first arrive then...gradually...they fade away...

Coincidence? No. Too convenient. They were ultimately unable to find a place here. Even those who do not work have a place as long they have clearly formed threads of friendship and alliance.

Everything's interconnected. Everyone knows someone. And those who don't are at risk.

Sounds like what you're saying is that the more friends you make, the more likely you're about to stick around for a long time.

Friends or allies. Or you must find your own role in things. I? I am Justice. I remain firstly because I have found myself a job and secondly because I have no place else to go as things currently stand. I am quite firmly trapped here.

It is my belief that we are all here for a reason and I do not mean that in a religious sense. We all have some sort of reason for being here, for being called here.

This seems to be especially true of the dead. Many people come here upon their deaths and are dead still. It is a common theory that the dead are somehow important to this place. They are the only ones who cannot go home. They...belong to the City.

Depends on whether or not they were destroyed to come here. Same basic rule applies.

That is good. Far too many people here in the City fail to realize that risking one's life and throwing it away are two different things.
