My theory has always been that the curses were created to conjure negative emotion. However, the festival with its eternal night was certainly a doing of the City and therefore could be classified as a "curse". It was also a peaceful and pleasant couple of days, the lycanthropes aside

I am a detective. To solve crimes here it is absolutely vital for me to know as much about the City and its inhabitants as I can.

Do you really think the law will be able to work here? Even if you solve crimes, how are you going to bring to justice someone who can destroy cities with their pinky finger or something?
