My theory has always been that the curses were created to conjure negative emotion. However, the festival with its eternal night was certainly a doing of the City and therefore could be classified as a "curse". It was also a peaceful and pleasant couple of days, the lycanthropes aside.
Therefore the chances that the City can feed off of positive emotion is not zero.
Some curses of the past that were brought about to humiliate and disturb were enjoyable for people. I wonder if the majority enjoyed certain curses where others were miserable?
