I spend a lot of time driving on the highway, so it's not uncommon for me to see new cars "broken down" on the side of the road every week. But I do wonder about something I frequently see --> a cloth or a shirt, flagging from the window or antennae. Who is this for? And what does it actually mean

I'm not sure about the flags. I do know, however, that if you are going to leave a vehicle the best thing to leave is a note. A hand-written sign under the windshield wiper or on the dash will do the trick. That way your t-shirt doesn't get misinterpreted.
