National Holiday
If I ever make it to the Presidency, I'm implementing a national holiday called American Competency Day. It will be a day when people are all made to work with people of their own competence level. That way, all the idiot incompetents have a horrible day because to make up for the frustration they provide all the people who actually know what they're doing and how to do it. Meanwhile, all those people are having the time of their lives, working with people who get the job done. It will be such a success that companies will begin doing it monthly, then weekly, until it becomes standard. At that point, companies will be doing so well with all the work getting done by the incompetent people that the companies who deserve to stay in business do, and the ones who don't fade away.
