I put this together in about a week and a half, because I'm a foolish fooly fool who didn't plan ahead.
That being said, here's the bits-
-The boots came from Home Depot- they're standard white pvc boots that cost $18.40 plus tax.
-The gloves are the Tillman welding gloves so many others have mentioned, picked up from a local welding company for about twenty bucks. I used paint to mask the Tillman logo, and it worked out ok.
-The goggles are a six dollar pair of 55mm cutting/welding goggles in the green plastic that everyone's been finding lately- the correct model was on back order. I sprayed these gray/silver with paint from a Michael's. It looked great, but rubbed off on my forehead as I sweated during the night- I wound up with silver paint on my forehead.
-The lab coat is the Mad Scientist coat, cut for length and side-slits, with the buttons removed from the left shoulder.
-...and lastly, my Death Ray was a ten dollar clearance water gun from Toys 'R Us, with the yellow parts painted black and the neon orange parts painted red.
Which led to a hastily thrown together, mostly ok version of the costume:
