Background; Rarity seems to have been born in Ponyville to her two (unnamed) parents. She has one younger sister named Sweetie Belle. The most important moment of her childhood (finding her Cutie Mark) was when she was working on some costumes for the school play as a child/filly. She is unsatisfied with her designs and thinks they need something more, when suddenly, her horn lights up and forces Rarity to move towards a giant boulder outside of the town. Rarity is disappointed because she thought that her horn would "lead her to her destiny", and yet she's been taken to a simple rock. However, at that moment, another character, Rainbow Dash, performed an aerial stunt which caused a shockwave to hit Ponyville. The force from this move causes the boulder to crack in half, revealing gemstones in the center of a geode-like rock. Rarity decides to use the gems to spice up the costumes, which earns her her Cutie Mark (three diamonds).
As an adult, she now runs a boutique where she sells dresses, as well as frequently participating in the designing and decorating efforts of the town for various events (For example, Rarity designed the jackets for the Winter Wrap-Up teams, helped decorate for the Summer Sun Celebration, etc.). She is frequently contacted by celebrities and famous critics about her dress designs, and is asked to make personalized outfits for celebrities. She also designs outfits for all of her friends so they can attend the Grand Galloping Gala together. She has a particular talent for finding rare gemstones with her magic (indicated by her Cutie Mark), and uses them often in her designs.
World Info; Rarity lives in the city of Ponyville, Equestria. This is a city that's pretty much entirely populated by talking ponies of three types - Earth ponies, which are just plain old horses; Pegasus ponies, who can fly; and Unicorn ponies, who can perform magic and have a single horn on their forehead. The majority of ponies in Ponyville appear to be female. There are other creatures that live in or nearby Ponyville, both realistic (rabbits, cats, etc) and fantastic (dragons).
The seasons and weather in Equestria are apparently entirely manually run by the ponies themselves. There is a major event on the first day of Spring called "Winter Wrap-Up" in which the ponies literally clean up all the snow, move the clouds to allow it to melt and become warmer, and wake up all the hibernating animals for spring. The "Summer Sun Celebration" is a festival held surrounding the ruling pony actually magically raising the sun into the sky. Pegasus ponies are also capable of making it rain where and when needed by manipulating the clouds.
Most of the technology, living quarters, etc. are pretty similar to what a human being would expect. Ponies seem to use beds for sleeping in like a person might. Within Ponyville, there is a confectionery, a restaurant, a dress shop (Rarity's), an herb shop, a library, a luxurious day spa, a school for younger ponies, etc etc. There are also food carts on the streets. The city is run by a mayor, and they occasionally gather in the Town Square for celebrations or speeches from the Mayor.
But because the town is intended for ponies (and occasionally their pets -- for example, Rarity has a pet cat named Opalescence), there are a few small changes to the way houses, etc. are set up, due to the fact that they can only use their hooves (or occasionally magic to move things without their hooves). The houses are all a pretty distinct whimsical medieval style, and the technology level is questionable -- there seem to be steam powered trains and hydroelectric water dams within Ponyville, though, and lighting doesn't seem limited to fire/candles only. There does not seem to be much in the way of computerized technology such as phones or televisions; however, there are more modern cameras available. There also seem to be music stars and other celebrities that are well known throughout Equestria.
Despite the fact that Rarity owns a clothing boutique, ponies in Ponyville (including her) generally go without clothing most of the time, unless attending a fancy event, such as the Grand Galloping Gala, a fancy event held at the castle in Canterlot. Most of Rarity's customers seem to be from Canterlot (the bigger, fancier city where Princess Celestia, Equestria's ruler, lives) or famous/celebrity ponies.
The goal of most young ponies in Ponyville is to find their "Cutie Mark", which is a mark that appears on their flank when they've recognized a talent/skill that they are best at or a characteristic about themselves that makes them unique from other ponies. Once they've found their Cutie Mark, this generally pushes them toward their future career as an adult pony. Younger ponies who have not gotten their Cutie Mark yet are often teased for being a "blank flank", and there is a lot of social pressure to find out what it is. Ponies have a sort of "coming of age" party for those who have received their cutie marks called a "cute-ceañera".
Overall, the ponies of Ponyville seem to generally be very happy and peaceful ponies who work together and are friendly with each other, despite the occasional argument. It's sort of a typical utopian kid's show town in that aspect. Most of the ponies are pretty well off, even in a smaller town such as Ponyville.
