Made in Photoshop 7.0, use of Selective Color involved.

I used this pic.

Step 1:
Choose you pic, resize and sharpen it.



Step 2:
Duplicate your base, drag it to the top and set it to Screen 50%



Step 3:
Duplicate your base, drag it to the top and set it to Soft Light 100%



Step 4:
Go to Layer --> New Adjustment Layer --> Selective Color. Use the following settings:

Yellow: +100   -60    +50    +100
Green: +100    -100    +100    +100
Neutral: +100    -23   +23   0



Step 5:
Duplicate your base, drag it to the top and desaturate your pic. Then erase the parts you want to be colored (I erased his shirt and the basketball). Sharpen once.
Tip: If you zoom in, you can erase the parts more carefully.



Step 6:
If your backgorund is too dark (like mine is) --> Dulpicate your desaturated pic and set it to Screen 25% (ofcourse it depends of the darkness of your pic)



Step 7:
Duplicate your Soft Light layer (from step 3), drag it to the top and set it to Normal. Then erase everything but NOT the parts you want to be colored (in my case, his shirt and ball). Then go to Filter --> Blur -->Gaussian Blur and set it to 3,0 radius. Put it to Soft Light 100%.



Step 8:
Take your Elliptical Marquee Tool and select a part of your base. Copy and paste it. Drag it to the top and set it to Color 100%.



Step 9:
Duplicate the round you just made, go to Filter --> Blur --> Gaussian Blur and set it to 3,0 radius. Set it to Soft Light 100%.



If you like, you can add some text or brushes.
