Hi this is my very first time >_< and I know 0 about icons. Is this tutorial meant for PSP?

sorry if i'm stepping on your toes elerinia, but to answer your question, no. any tutorial using Selective Coloring can only be used with Photoshop. Many times to describe tutorials such as this, icon makers will say "Translatable" or "Not Translatable", meaning whether or not it can translate to other programs besides Photoshop.
