Well, in Miami there's a large number of spanish speaking people, so it kinda makes sense. (I'd love to go to Miami some day, just to see and hear that amazing mix of cultures and languages. It would be like a dream come true for me!).
But here in Chile there isn't much of that. In fact, many tourists coming here find out that they either try to speak in spanish or find a translator!
My personal theory is that it has something to do with a misplaced sense of "coolness". It's like they think people are going to say "Ohh, look, that store has a sign in english, how cool they are. Let's go inside and buy!".
And perhaps it's true, who knows, I guess the stores do some kind of study of the best way to attract clients. But that only goes to show how gullible we Chileans are, if we think that a word in a language we can't understand instantly makes the stuff inside the store cooler/more sophisticated/of better quality.
LOL, and about the snowmen, well, at least you're in the same country! You should see our poor Santas here, all sweaty and about to suffer a stroke from the heat in those red suits with heavy black boots and a beard on top of that. XD
