1) Climate in Sirocco is more like coastal New England. There are various places to teleport that might break the climate rules, but that is semi-backstory related!
2) Standard living area is an old hotel being refurbished a few blocks away from The Lab. A same-sex roommate system is in place because they're not done with the upper floors. Characters are obviously only given the card for one room, and requests to transfer to an empty room are more than likely going to be lost in construction/paperwork. Characters that want to switch out or move in with someone else is fine.
3) Yes! Anemoi can be stolen, although I'd say do this with player approval, since that could be a touchy issue. I'm thinking, though, that there should be punishments for doing so, a la the old apartment curses from Memento Eden.

3) Given that the setting lacks ME's inexplicably god-like NPCs, it'd be like... Anemoi attaches to a person and when taken away sans consent sets them on fire/turns them into a chocobo/gives them severe genital rash until returned? Are we talking standardized or personalized punishment?
2) Fairly spacious living room and bedroom, although the bedroom doesn't have much aside from an end table and two beds on opposite walls. Living room has a fold-out bed/couch with a TV mounted on the wall, half kitchen just outside the living room, bathroom connected to the bedroom with a shower/bath. As far as the rest of the hotel, it's been mostly converted into an apartment with a bar/restaurant on the first floor. Also an exercise room and a bitchin' indoor/outdoor pool because I said it can have one dammit.
3) It'd be more that the anemoi can be stolen and redeemed for memories, but with the memory comes a personalized punishment.
5) I don't follow? I can't think of any laws that you wouldn't expect in a city this day and age?
6) I assume you mean before all the canon stuff overwhelms it? North Atlantic coastline, which means deer, moose, maybe some bears for nostalgia... can't say I ever gave the plantlife much thought.
5) I was thinking like... drinking/driving ages, that kind of thing but I guess that matters less if there's no memory of exact ages for a great deal of the playerbase.

5) Yeah, I think this is going to be something that has to be covered as a case-by-case basis. (Although drinking age is 18 because WOOO CANADA LOWER DRINKING AGE)
7) Characters get put on the luxury spirit train to the afterlife! It makes a convenient stop at Sirocco, too! To be revived, simply get off at the stop. If a character stays on past the stop, permadeath, character is dropped.
