So I've been tossing about this idea for a little over a year now, and I think I feel like starting my own game, Anemoi.
Characters come to near the outskirts of Sirocco. The city itself is contemporary 21st century technology, but outside is nothing but ruins. Roads fallen into disrepair, smaller towns and villages completely uninhabited.
As it stands, there is something of a population issue. Roughly seventy years ago, the remaining residents awoke, finding more than half the population missing in a disappearance still unexplained. Some formed groups to explore beyond Sirocco to search for survivors; those that returned reported creatures they've never seen before. Within a few years, they began to approach the city, although consistently kept away by local militia.
The population has been built back up in order to function at the level of a small city, but beyond the community and defense against current threats, there is little room left for anything else.
Characters awaken on the outskirts with only basic knowledge from their homeworld and one name. One name meaning first name OR last name OR nickname OR you get the point. Every time there's a new arrival, the sky overhead changes, becoming another color and displaying odd weather for roughly a minute before fading. Characters are brought to the Lab, explained the basic situation of both their new affliction and the area.
See, with such a population issue, any change or improvement to be enacted is usually shot down for one of two reasons - not enough people, or not enough protection against the creatures. However, with newcomers mysteriously appearing, they can go instead, searching ruins and clearing areas for humans to move back into.
Of course, this isn't the first time newcomers have arrived, nor do they expect them to do it out of the goodness of their hearts. First, newcomers are treated as government employees for this reason and given a place to stay, food, clothing, phones in order to stay in contact, and a monthly stipend to cover other expenses. Anemoi is a memory loss game focused on the area of Marin, of which the only known city remaining is Sirocco. Memories are tracked OOCly as percentages, and for a reason - an active player can expect about 8% a month through general expeditions, making 100% attainable in about a year.
Memories are restored in three ways. The first is simply by being there. Being active in the game restores 1% every two weeks. The second is antics! Either mod-sponsored events or player-run antics will result in a small reward.
The third is by way of anemoi, almost perfectly round gems with a slight tinge of color. These gems must be taken to the Lab, a star-shaped repurposed fortress in the middle of Sirocco, in order to be processed. (The main purpose for having actual physical items is so they can be traded and given away if so desired.) After a period of time, memories are recovered, with a minimum timer of "the next day."
Memories do not have to be confirmed with a mod - simply exercise a bit of restraint, try to stick to that 8-10% per month for active players, and have fun.
Anemoi are generally found at a distance outside the city. Fortunately, the labs have teleportation technology and can send people away at quite a distance after giving them one-use devices to teleport back. In the wilderness are the creatures, who are various enemies from the combined characters' respective canons. For instance, if a Cloud or Tifa or Vincent from FF7 apped, the wilderness would have chocobos and tonberries and marlboros, etc.
The idea is to establish parties with other characters to explore the area. Instant CR! To that effect, one-person adventures, should they come back alive, will not come back with any real anemoi. How these are played out, I don't particularly care. Journalstyle, prose, AIM log, get a D&D session going, some manner I haven't thought of - as long as it happens, I don't particularly care.

As mentioned earlier, characters are considered government employees. Old buildings are being refurnished in order to accommodate them, and their ID is usable in stores and restaurants for food and clothing. Beyond that, the ID is used as a credit card for other various purchases, for which they have a monthly stipend.
It should be stressed that characters are not forced to make these expeditions! If characters are not the combat or exploration type, there is still a population shortage among the city themselves, and people already drawing a salary from the government are people employers don't need to pay! (In cash.) Characters are free to pick up jobs in the city if they don't want to explore - jobs also pay out in weekly anemoi, because you still need some incentive to work.
Characters that don't explore and don't get a job, however, will find their stipend removed after a month. It will be restored after being hired or going on an expedition.

When characters are apped, players have the choice of bringing an element from their homeworld into the game. Sticking with the FF7 theme from earlier, a player apping Cloud could bring in the Lifestream, or perhaps Materia, or something like that. Bits of technology, magic, environmental effects only found in their canon, can be brought in to affect the world.
Characters must be played for three continuous months to keep these items in play. After three months, if Cloud drops, Materia stays around. If he drops before three months, materia goes with him.
Similarly, after appropriate regains, if a character is aware of how to make a certain technology that isn't available, simply tell a mod and we'll work on getting it implemented into the game! This technology is also held to the three month rule.

There is no grand plot to the game. Any plot events that are handled will either be explaining the backstory of the game or short, mostly self-contained arcs.
