I got Flare up in Mt. Mortar. It's a ways off, but you could always contact the Breeding Center and see if they've got any.

My other dragon was a gift, but I'm pretty sure you could get one for free if you contact the Center. You'd just have to train them up before they got huge like my team.

Basically, they breed Pokémon and sell the eggs. They've got a pretty huge list of eggs, so there has to be something up your alley.
