socialization/aggression?

Hello all, I need help, and I hope I include enough information to give you all an idea of the problem. We have two dogs we got when they were several months old from separate homes. We are pretty sure with the vets help that we've figured out the male dog is a mix between a jack russell and a fox hound. The female is beagle and something but we don't know what the something is...it's supposed to be jack russell but I don't see it. Anyway, the male howls at any given time, and the female has now come up with her own girlie shrill howl she uses when he's howling. I don't really mind that. I think they do that becuase they're hounds.Now on to my problem. Any time my dogs see another person or dog that is unfamiliar to them and some that are, they go ballistic. They will even try to get to the dogs. My dogs are not violent on a normal basis. This happens when they are inside the house and see people outside. Once someone comes in the house they are fine. When they get physically introduced to other dogs, the femaile just barks (no big deal) but the male will actually try to attack at first and then he gets over it to. I don't want my dogs acting psychotic every time we leave the house. We'd like to be able to walk them without them looking like wild rabid dogs. We can't afford obedience school, and they are pretty smart. I feel like if I can get some pointers or ideas maybe we can get them under control. Oh last thing, there are no dog parks here, so taking them to a dog park is not an option. Any help and suggestions are much appreciated. I have great dogs, they just flip on this whole territory thing with strangers.
