I think that's how the systems like to think they work, whether they're successful, well, I don't think the justice systems in my world is any more infallible than yours.

Guess that depends on your hypothesis. Floods, at least in the opinion of the large majority, suggests that he isn't. And where there is a flaw one place, it's unreasonable to expect there to be no flaws anywhere else.
I've had a lot a bosses, some even called themselves 'Fate' but I don't believe they're infalliable.
Maybe, the Admiral cares less about warden's morals and more about how their talents can be used to change the inmates. For the better I guess.

Your logic is sound, but we need to consider the fact that we only see what the Admiral wants us to see. He could be steering right into the floods for all we know.
