How do you get the fic to show up as a fill if there are already replies to the prompt? I put my title in the subject line but it didn't show up.

I'm not sure what you mean. Do you mean the subject line doesn't display? If so, that's because the new comment pages on LJ don't display subject lines.

If you mean something else, could you elaborate a little? Do you mean the comment doesn't display at all, or...?

For some reason, the Doctor tries to give Rose a piggy-back ride. He fails for whatever reason, and Rose ends up giving him one. (She has all of those leg muscles from gymnastics, obviously! Plus Ten2 is ridic skinny, lol)
