The burglar targeted apartments on Town and Country Boulevard in Ellicott City taking jewelry and electronics, credit cards and cash, and drawers full of women’s panties.
"It's just unbelievable that people are getting so crazy and weird... odd," said Christina Vukov who lives in the complex.
Howard County Police say beginning in early September; the thief hit more than two dozen homes.
Investigators arrested 23-year old Brian Hong after surveillance video captured him using a stolen credit card at a gas station and driving away in a silver Toyota MR2 Spyder convertible, which proved to be easy to track down.
Hong is charged with one count of auto theft, 14 counts of theft, 14 counts of credit card crimes, 24 counts of burglary and nine counts of destruction of property... not to mention two counts of peeping tom.
"In two of the cases, residents reported that this man was peeping into windows either in preparation for going inside... in one case, watching a woman as she was getting out of the shower," said Howard County Police Spokesperson Sherry Llewellyn.
Investigators obtained a warrant and searched Hong’s home.
They say they recovered much of the stolen property including the women’s undergarments.
Hong is being held at the Howard County Detention Center on $198,000 bond.
Those apartments are right across the street from the Saturn dealership and Pete the tech, just moved from the city to those apartments.
