She sums up some of the basic ideas behind world-building really well, and much more concisely than I ever could. I especially agree with the first tip, which is a difficult concept to grasp sometimes. In a fantasy setting, it seems like you ought to be able to do whatever the hell you want. And you can! So long as you follow your own rules...
