Even the nefarious Dr. Kurata had ways of walking about in broad daylight. Namely, in this case, a completely face concealing mask, with a slit for a mouth and two spaces for eyes. The doctor had also taken to cutting his hair, which could now be effectively concealed by the wide brimmed hat he was wearing.
Now, this would be conspicuous, but then, Neon was a city of freaks. Dr. Nise didn't need a disguise, as his species wasn't especially rare.
