From February 14th (Valentines Day!) of this year:

"Government officials in Bolivia have filed espionage charges against a U.S. official who instructed Peace Corps volunteers and a Fulbright scholar to provide information on Cubans and Venezuelans living in Bolivia" ... "The incident matches accounts by Peace Corps volunteers and staff that on July 29, 2007, Cooper instructed 30 new volunteers to do the same, with respect to Cuban nationals."

The Bolivians accused the Americans of trying to produce lists of Venezuelan and Cuban nationals in the country.

Sounds benign, but one of the first things that the Americans did in Iraq before the anti-Karim Qassim coup (that led to Saddam Hussein coming to power) was to produce lists of leftists in the country. These lists were distributed to death squads after Qassim was executed by U.S.-backed plotters.
