Ok, so we bust out some concrete and locate the conduit. It is corroded to crap. My ground must be made of acid! We foudn that whoever had the place prevously was trying to bring in two circuits to the garage but gave up. The cords were a 5 feet from going all the way through, but they had too many bends.
